The action to abolish waste in 2018 promotes the "three

The action to abolish waste launched earlier this month in 2018 proposed higher demands on solid waster treatment of chemical industry. The whole industry should innovate technological means and strengthen management to realize harmless, reducing and recycling treatment of solid waste to a greater extent. This is the information sent from the third forum of national chemical waste salt, waste acid, residue management and technological development held in Taixing, Jiangsu Province on May 17.
At the seminar, for strengthening solid waste management, the relevant people of Ministry of Ecological Environment solid waste and chemical management technical center presented: firstly, perfect policies and regulations system, work out  relevant standards and specifications, carry out the revision of solid method, Administrative Measures for Hazardous Wastes Subject to Business License and Administrative Measures for Hazardous Wastes Subject to transferring table, study to establish solid waste producers responsibility extension and pollution responsibility life-long investigation system, try out electron transferring table system and transferring register system and etc.; secondly, special investigation on solid waste should be carried out and background should be figured out; thirdly, industrialization development of solid waste utilization should be propelled and relevant technical specifications for comprehensive utilization of solid waste should be perfected; fourthly, we need to improve the ability and level of solid waste supervision capacity and level should be elevated and the supervision system of overall process of solid waste with locating, querying, tracing, early warning and assessing function should be built with the help of electronic supervision means of Internet of Things.
Yingji Li, Executive Vice President of China Industry Green Council emphasized that resource utilizationof solid hazardous wastes should be encouraged and process of marketalization should be impelled. At present, the first thing to be done is to speed up and impel the identification and standard drafting work of solid hazardous wastes, unveil relevant management methods, and clarify disposal procedure and requirements.
Haiyun Zhou, researcher at Research Institute of Solid Waste and Chemicals Environmental Management in Jiangsu Province’s Department of Science and Technology,  proposed that the reduction of solid waste should be strengthened at the source control, on one hand, improve quality of by-product salt and "detoxify" wastewater and waste salt. On the other hand, conduct resource recycling for organic matter in waste water to reduce amount of waste salt output. In addition, each Chemical Industrial Park should make auxiliary unified salt recycling disposal disposition center to plan and coordinate recycling economy construction for each enterprise in the park.
Xiaoping Li, Executive Deputy Director of Chemical Engineering Committee of China Industry Green Council particularly emphasized that the importance of innovation in solid waste treatment. In his opinion, solid waste disposal for enterprise should start from technology and workmanship, and meanwhile improve intelligentializing level to solve environmental issue for enterprises, which generate sold waste, and enhance their core competitiveness.
Qi Wang, Chinese Research Academy of Environmental Sciences (CRAES) of former director said that for chemical enterprises, waste salt is one of the main solid wastes to be classified and disposed harmlessly. “Waste salt is discharged from sea, which is suitable for chlorine salt, e.g., sodium chloride, but attention should be paid to the coordination and unifying of Marine environment management and solid waste management that should conform to pollution control standard. Waste salt landfill, which is suitable for all waste salt, including mixed salt and impure salt, but content of water-soluble substances in landfill wastes should not be more than 10%, loss on ignition should not be more than 5%, and when total arsenic content of buried waste is more than 5%, disposal for rigid landfills should be turned into. Waste salt, which is used for producing chemical materials, should accord to relevant product quality standard and environmental requirements.” Qi Wang said.
Many participants attended in this meeting emphasized that if chemical enterprises can realize industrialization for waste salt resource utilization, not only the cost of solid waste disposal can be greatly reduced, but also the waste can be turned into treasures and even cultivate the new economic growth point.
